Universal Basic Income

Be it resolved that this General Synod:

Direct the Primate, on behalf of the Anglican Church of Canada, to write to the federal government and urge them to implement a universal basic income, unconditionally, in alignment with the living wage for all Canadians.

Explanatory notes / Background

A universal basic income (UBI) is an income that is unconditionally provided for all citizens, irrespective of their income or employment status. Research has proven that it would reduce poverty and income inequality and improve physical and mental health. It would grow the economy by increasing output, employment and wages. It could replace much more expensive social administration and bureaucratic efforts, reduce stigma for persons living on low incomes, and contribute to the elimination of poverty.

A Universal Basic Income has a number of positive potential outcomes:

  • Financial Security: UBI provides a safety net for individuals, ensuring they have a basic income to over essential needs, which can reduce poverty levels.
  • Encouragement of Market Participation: By providing a stable income, UBI can encourage people to engage in the economy, pursue education, or start businesses without the fear of financial instability
  • Reduction of Inequality: UBI can help address rising inequality by providing financial support to those who are economically disadvantaged, thus promoting a more equitable society.[1]
  • Improved Wage Conditions: With a guaranteed income, workers may have more leverage to negotiate better wages and working conditions, as they are not solely dependent on their jobs for survival.[2]

Procedure for Adoption (G)

In the normal course, an ordinary motion must be passed by a majority of the members of General Synod present and voting together.

Six members of General Synod may, prior to the question being put, require a vote by Orders, with a majority of each Order being necessary to pass.

If a question passes on a Vote by Orders, any six members (two from each of three different dioceses) may immediately before the next item of business require a vote to be taken by dioceses. A motion passes if a majority (or a tie) of dioceses vote in favour.
