General Synod Spending Limit
Direct the Council of General Synod to consider a policy requiring the Officers of General Synod to obtain consent of the Synod, or of its Council between Synod meetings, prior to incurring any expenditure or financial commitment amounting to more than a reasonable limit set by the Council of General Synod for transactions that are not accounted for in the approved budget.
1) Note 13 to the December 31st 2024 Consolidated Financial Statements indicates that “The Organization” recently signed an agreement “estimated” to cost the Synod $8,182,261 for a five year office space lease without the consent of General Synod or its Council through its approved budget or other passed motion.
2) The Synod is granted power in the Handbook of General Synod 5.1.3.5 to enact by-laws and define the duties of the officers of Synod.
In the normal course, an ordinary motion must be passed by a majority of the members of General Synod present and voting together.
Six members of General Synod may, prior to the question being put, require a vote by Orders, with a majority of each Order being necessary to pass.
If a question passes on a Vote by Orders, any six members (two from each of three different dioceses) may immediately before the next item of business require a vote to be taken by dioceses. A motion passes if a majority (or a tie) of dioceses vote in favour.
